Description:
The Clinical Nurse Specialist (CNS) will deliver specialist nursing care in accordance with the five core concepts outlined in the Framework for the Establishment of Clinical Nurse/Midwife Specialist Posts (4th Edition, National Council for the Professional Development of Nursing and Midwifery, 2008).
Caseload
The CNS will initially provide specialist care to the following service user group:
Patients following Stroke
Core Concepts of the CNS Role
Clinical Focus (direct and indirect care)
Service User Advocacy
Education and Training
Audit and Research
Consultancy, including leadership in clinical practice
Eligibility Criteria
Candidates must, by the closing date for applications, meet the following requirements:
1. Professional Qualifications, Experience and Competence
(i) Be registered as a Nurse/Midwife on the active Register maintained by the Nursing and Midwifery Board of Ireland (NMBI), or be eligible for registration
And
(ii) Be registered in the relevant division(s) of the NMBI Register for which the application is made, or be entitled to be so registered
OR
In exceptional circumstances, and subject to assessment on a case-by-case basis, be registered in another division of the Register of Nurses and Midwives
And
(iii) Have a minimum of one year post-registration experience, or an aggregate of one year full-time experience, in the relevant division of the register
And
(iv) Have a minimum of one yearβs experience in the specialist area of Stroke Care
And
(v) Have successfully completed a post-registration programme of study at Level 9 or higher (QQI NFQ) relevant to the specialist area of care (minimum 60 ECTS), in line with the National Council for Nursing and Midwifery β Framework for Specialist Practice (4th Edition, 2008)
OR
Provide written confirmation from a Higher Education Institution of equivalent Level 9 (or higher) academic credits (minimum 60 ECTS) relevant to the specialist area of care
And
(vi) Demonstrate evidence of Continuing Professional Development (CPD) relevant to the specialist area
Note:
Nurses holding a Level 8 qualification in the specialist area (minimum 60 ECTS) will be recognised for CNS eligibility up to September 2026.
And
Demonstrate the ability to practice safely and effectively within their professional scope of practice
2. Annual Registration
Maintain live annual registration on the appropriate division of the NMBI Register
Confirm annual registration with the HSE via the Service User Safety Assurance Certificate (PSAC)
3. Health
Candidates must be medically fit and capable of performing the duties of the role, with a reasonable prospect of providing regular and efficient service.
4. Character
Candidates must be of good character and suitable for appointment.
Important Note
Appointment to, and continuation in, posts requiring statutory registration is conditional upon the post holder maintaining annual registration with the Nursing and Midwifery Board of Ireland and compliance with PSAC requirements.
